frontforks level

The frontforks are sticking out above the upper-clamp, why is that?
My gues is its for optical reasons only...?
I mean to lower them a few mm and level them with the clamp, that shouldn't become a problem?

The forks are 4 or 5mm above the clamp. Dropping the forks through the clamps to have them level would I think increase the trail (by a tiny amount) and also trap the top cover stopping you from opening / loosening the top cover with the forks clamped.
