So question is what is causing it can it b fixed and is it a problem

When you do this is the bike on the centre stand with the rear wheel free turning or is it on the side stand with the rear wheel on the ground?

I have a "noise" in neutral with the clutch out. Pull the clutch in and it goes. Mine's been like that for 9.5 years & 91,000km

When the clutch is out (engaged) it is turning the gearbox shafts.
That is the likely source of the noise. If your oil is good and at the proper level  I wouldn't be too concerned. There are a lot of parts moving around in that gearbox. What's the year and mileage? New or used?

Hello it is a used model 2014 it has 7100 miles on it looks really well looked after its confusing like I said some people say its normal but other people say theres does not make a noise at all so as its under warranty and if it can be put right why not when its free

I have a 1019 XCA and there is a rattle when idling with the clutch engaged in neutral. However, in 9 months of ownership I hadn't noticed it until someone on another thread said it put them off owning one.
It is so faint that I have to concentrate to pick it from the general sound of the running engine.

Bike is completely standard, no fruity silencers etc and I would describe it as sweet, smooth and reserved when sat idling.

Maybe some are noisier than others ?

Record a short clip on you tube and post a link, others could do the same and you might get a sense of whether yours is excessive.

Do you know when the oil was last changed and what grade oil?

It's probably worth checking the balance of the throttle bodies at idle.  If these are out of balance it will not idle smoothly and any backlash in the primary drive, clutch and gearbox shafts will make itself known.
