Throw over panniers

I have some givi voyager throw over panniers and racks for my Tiger 800. Do I need to connect the 2 Velcro straps under the rear seat ? Because the back strap fouls the seat mechanism. Also what is best to strap them too to prevent them lifting from the bottom once I'm riding ?
I know these questions seem a bit basic but I'm befuddled
